With a total population of 70.3 million across 77 provinces, Thailand has 13.38 million children aged 0–17 according to National Statistical Office data. Among them, 157,369 children have disabilities — representing 1.18% of all Thai children.
Special education in Thailand operates through two pathways: special schools or special education centers designed for children requiring specialized care and tailored environments, and inclusive education where children with disabilities learn alongside their peers in regular schools. Both are essential because each individual has different physical conditions and needs.
Data from the Bureau of Special Education Administration (BSEA) as of September 26, 2025 shows 183 educational institutions under the Ministry of Education, including 77 special education centers, 53 disability-specific schools, and 53 social education schools. Additionally, 372,099 students with disabilities are enrolled in inclusive education across 245 educational service areas and 21,747 schools nationwide.
Enrollment rates tell a concerning story. At the primary level, 80–90% of children with disabilities attend school. But by lower secondary level, the figure drops dramatically to just 60%.
The educational attainment data for people with disabilities is truly alarming. Only 2% have completed bachelor’s degree or higher, while 94% have education no higher than primary level. This long-standing gap demands urgent attention and action.
