The government increased education grants for students with disabilities to CAD 2,800 per year (approximately 70,000 Baht), up from CAD 2,000 — a 40% increase — without requiring additional expense documentation.
Beyond funding, British Columbia changed terminology from “Special Education” to “Inclusive Education” starting July 2024, reflecting a new understanding: this is education where everyone learns together, not segregating students. The Vancouver School Board is also developing a 2025–2028 accessibility plan using Universal Design for Learning principles to ensure genuine inclusive learning.
Meanwhile, in Thailand 🇹🇭, fewer than 10% of people with disabilities complete lower secondary education, and only 1.2% enter higher education. The Canadian Parliamentary report recommends allocating at least 5% of education budgets to inclusive education and ensuring people with disabilities participate in policy design following the “Nothing Without Us” principle.
