Flooding and the budget to fix it

29 September 2026: Cabinet approved over 4 billion baht for 24 flooded provinces and, for Thailand flood control, the Chai Nat-Pa Sak-Gulf floodway: over 160 billion baht, 8 years, from 2027. PM Anutin Charnvirakul says it cuts central region, Bangkok and suburban floods. Funding is unclear: he said only “there are loans too.”

15 September 2026: Cabinet approved the Lower East Chao Phraya irrigation upgrade: 95 billion baht, 6 years, 8 provinces including Bangkok, loans and budget, cutting damage 10 billion baht yearly.

Cabinet says Thailand flood prevention cuts damage about 16,930 million baht yearly, flooded area 3.48 million rai, mostly central, plus 1,555 million cubic meters for the dry season.

DDPM recorded 50,582 affected households in 2014, 315,297 in 2023; provinces hit rose 32 to 70. Relief costs about 45 billion baht yearly, per the PM.

National disaster insurance, 1 October 2026: over 30 million households, no sign-up; 10,000 baht in 7 days; up to 100,000 baht per household per disaster; premiums 15,500 million baht yearly.

Bangkok’s tunnels are not idle: on 29 September Rama IX, Bang Sue and Phra Khanong pumped 165 cubic meters per second, but water does not reach them. Bang O cannot take full flow; Bueng Nong Bon is not linked to Khlong Prawet. Lat Krabang waits over dozens of km of Khlong Prawet Burirom, no tunnel help; Ramkhamhaeng needs watching. Approved fix: extend Bueng Nong Bon-Khlong Prawet 13.25 km, 9,800 million baht. Bangkok floods: call 1555.

Thailand water management is the open question: public debt 67.45% of GDP. NESDC says no debt crisis, but fiscal space shrinks, so relief comes from the central fund.

2026 criteria: up to 88,600 baht per house in repairs, 4,900 baht a family in living costs if a house is destroyed, bedding up to 1,200 baht per person.
