First, Vietnam elected its first representative with a disability to parliament. Now, a groundbreaking employment law follows.
“The question isn’t whether they are capable, but whether society has created enough conditions for them” — Tran Manh Huy, who made history in March as Vietnam’s first parliamentarian with a disability.
He champions “capability over charity.” The new law reduces unemployment insurance contributions for employers who hire people with disabilities, while monthly living allowances rise to 600,000 VND.
